How to bring panel with controls to the front

Question

I am using VS 2005.  Is there a way to bring a panel with all control on that panel to the front to edit.   I can bring a panel to front by selecting the property, but the controls on the panel do not come to the front.   I have several panels overlapped so I need to be able to bring a panel to the front with its controls to make modifications easily.
