hello....i am developing an asp.net app in vs2015 which is a simple database app....what i want is.....anyone having an internet connection can access the app and can read/write data....can anyone please explain this idea to me or tell me what i need to de?

I am not sure what functionality exactly you are looking for. It means if you host the web app then will be able to access the site through internent connection. If connection is not there then user wont able to connect the web app.

If you have different requirement please describe.

Create a remote access in database. Then after that try to make the machine IP as reachable. This will help to access the application from another machine.
