Cannot complete this action as the Secure Store Shared Service is not responding. Please contact your administrator

I have configured Secure Store Service application in SharePoint 2013, when I was trying to access I was getting the following error.

Even Secure Store Service (Central Administration => Application Management => Service Applications => Manage services on server) was started.

I performed IISRESET the issue got resolved.
