always show the scrollbar in a datagridview

I have seen something like this done with the datagrid control on http://www.windowsforms.net/; I tried it with the datagridview control and it works.  If you create a custom control that inherits from the DataGridView, and apply this code to it; you will get a static vertical scrollbar even if there are not enough rows present to support the display of the vertical scroll bar.

Here is the code modified to work with the DataGridView (this is the entire class, there is nothing else):  Just use this control instead of the standard DataGridView.
