API programming issue - using mysql

Question

Hi

i need some advice. I am new to this. ok i have to sites where i need to extract data from one from an mysql database and pass into the relelvant api created by the other site.

now which is the best way to start on this? my aims are the following:

1. user does not need to do anything so i dont need to create a window or anything but has to be like a dll.
2. it needs to be automatd so that i can check if any updates have been done in the system, if so then copy new data across.
