c# code to shuffle question based on employee Id

first employee will login he will take test and logs out.
second employee login when he is taking test questions should shuffle in each chapter.
Example: 1st question for first employee should be 8th question for second employee etc...
for each employee question should shuffle.
I am taking question from database.
How to do this in c#?

In my project there are 12 different chapter. Each chapter contains 10 question. So when user login into the application for each user question should shuffle in each chapter. How to do this in c# Below is the code to fetch the question from database.
