I am a relatively new csharp developer as i previously used c++.I would just like to ask about any good books on c# system development ,such as developing operating systems and whether i can download any tutorials or articles which can learn me more about csharp software engineering

I doubt whether you'll find any books on systems development using C# as, unlike C/C++, it's not a language which is commonly used for such tasks. In particular, Windows kernel development is not possible because the CLR can only run in user mode.

However, it is possible (at least in part) to write operating systems using C# and I'd check out these links for details of a couple of existing projects:
