Well although some people will disagree I believe that nowadays those are the essential skills that are required for web designing.
Now why I mentioned "nowadays" is because few years back I would say that without photoshop skills you wouldn't achieve much.
Note that I'm not saying that you should neglect photoshop, it is still a nice skill to have, see here:

I'm just saying that currently you can do with and without it.
Also I'm not sure what your skill level is, but what I like to recommend the newcomers that are interested in front-end is to practice their front-end skills with HTML CSS and JS tests. After that, when you feel comfortable with them you advance to jQuery, AJAX and some JS framework like AngularJS. I believe this can open many doors for you and also you can advance even further to some sort of designer/developer hybrid or even a full stack developer with time.
