Hi,
Looking into your requirement, I see push notification will best fits to you. Here is my article about implementing push notification in .NET Core https://www.c-sharpcorner.com/article/web-push-notifications-in-asp-net-core3/. This is done with OneSignal third party service. You can easily use this in your API with their REST API. You can look for other push notification service provider also.
