Control Panel
I wish to know whether Control Panel will show all programs that are installed in a computer. If not what kind of programs I can see.

If you uninstall it (using the link I posted earlier), then it will roll back to IE10 and, if you uninstall that, it will rollback to IE9.
Perhaps this is your best option in the circumstances though you'll have to hope that VS Express 2013 for Windows Desktop will still work acceptably with IE9 for your purposes.
None of this rigmarole should harm your computer though it won't do your nerves much good :(

How about going to uninstall or change a program web page and clicking "Turn Windows futures on or off " and removing the check mark to IE and reinstalling it again.
I wish to know whether this will uninstall IE. And does not do any harm to computer.

So I'd try disabling the other add ins, one by one, until you find out which one is causing the problem. If they're there, I'd start with Shockwave and then Java.
Alternatively, if you can't be bothered with that, just disable them all.

To do that:
1. Click on Tools and then on Manage Add-Ons.
2. Under Show, click All Add-Ons and then select the Bing bar.
3. Click on Disable and then Close.

If it's running OK without add-ons, then possibly the Bing bar may be the culprit on both IE10 and 11.

Internet Explorer is currently running without add-ons
All Internet Explorer add-ons, such as ActiveX controls or toolbars, are turned off.
Some webpages might not display correctly.
To continue to your home page, click the Home button.
To browse using add-ons, close Internet Explorer and then start it again.
Check for the latest Windows updates.
How do browser add-ons affect my browsing experience?

Click the Start button and enter Internet Explorer in the search box.
In the list of results, click Internet Explorer(No Add-ons).

I'd suggest instead you either update to IE11 (which is what I have) or try trouble-shooting the problem with IE10. These links may help with the latter:

I use VS Express for 2013 for Desktop. I was advised by a dialog box that it will work well with Internet Explorer 10 that is why I installed it.
Is there is no problem with VS 2013. I can install IE9.

However, if it's been updated, then you can roll it back to the previous version.
Check this link for IE9:

Internet Explorer has stopped working
Windows can check online for a solution to the problem
Check online for a solution and close the program
Close the program
I assumed that program was not properly installed. Therefore I wanted to uninstalled and installed it again.
But I couldn't see any Internet Explorer in "Program and Features" section of the Control Panel.

In practice, this generally means that the program has been installed with Windows Installer or a third party installer which writes the registry values automatically.
