If you click on windows form and press F4 or right click on it and go to properties window, you will get all the options to change the fonts, colors(background), dialog mode etc.

Yes, why not......

For WPF, you need to write XAML for layout and C# code for your logic. But I would suggest you to stay with WinForm, if you dont know WPF.
