You can not implement rest API using WPF however you can call your api from WPF application like
private async void gett()
      {
          try
          {
              HttpClient _Client = new HttpClient();
              _Client.BaseAddress = new Uri("http://localhost:58572/");
              _Client.DefaultRequestHeaders.Accept.Clear();
              _Client.DefaultRequestHeaders.Accept.Add(
                new MediaTypeWithQualityHeaderValue("application/json"));

              HttpResponseMessage response = await _Client.GetAsync("api/Employee");

              if (response.IsSuccessStatusCode)
              {
                  var res = response.Content.ReadAsAsync>().Result.ToList();
                  dataGridView1.DataSource = res;
                  //Debug.Write("3rd response");

              }
          }
          catch(Exception){

          }
      }
you can bind this method using MVVM or simply call it in button click
