Express Edition Possible For Developing Applications?

hi, i have one doubt again,,,
some peoples tells express editions of visualstudio and sqlserver express edition is free,,i don't know it is true?
no need licence?

can develop web applications as a freelancer with theses tools..?
can download from microfsoftsite?

Licenses are legal documents and you can't expect to get a definitive answer on what they allow you to do or not do from people who are not lawyers.

However, Microsoft's intentions in this respect do seem clear and, it it were me, I'd read the licence to make sure there are no obvious problems and, if there aren't any, I'd get on with my freelance development using their free tools.

If you do this, the chances they'll ever successfully sue you for breaching the licence terms are negligible in my opinion.

My doubt is not cleared,, i planned to start a free lancer works,not company ,for that licence needed? have any problem in future without license as free lancer ?

Yes, they're both free and can be used for commercial development subject to the licence terms for each product.
