Folder directory promision

I have made a Vb.Net program for a user to freate folders on network drive.
My question is: Is there any way to make promisions, so when the user creates the folder he can change promisions?

this program allows user to made folders for projects and I am tallking about 100 000 foders that will be made. However I wand 2 people to have full control of makeing folders and changing files in those folders and others to read only

The LAN Admisinstrator can change permissions, also the folder C:\Documents and Settings\All Users\Shared Documents should allow anyone to create a folder.
