There's no way any reputable browser is going to give a web application access to the client's file system unless some sort of plug-in (or ActiveX in the case of IE) has been installed for this purpose.

However, if the client is using Internet Explorer, then you can use javascript and ActiveX to do it:

For Each strDrive In drives
Dim s As New System.IO.DriveInfo(strDrive.ToString())
Dim dr_name As String = s.Name
Dim drive As String = dr_name.Substring(0, 2)
NewRow1 = dt1.NewRow
Dim ex As String = Path.GetExtension(s.Name)
If ex = vbNullString Then
NewRow1(0) = ""
NewRow1(1) = ""
NewRow1(2) = ""
End If
NewRow1(3) = drive
NewRow1(4) = "Folder"
NewRow1(5) = ""
dt1.Rows.Add(NewRow1)
Next
dg_LoacDrive.DataSource = dt1
dg_LoacDrive.DataBind()
