Getting Next / Previous Row Record Of Specific User

I've a table where record of different users is saved. I differentiate records based on UserID in the table and have separate mechanism for identifying records uniquely. every user is shown his created records only.

now i want to get next record of user or prev record of the user. means when i click next button in my application i get next record of logged in user.
how can i do it in Entityframework OR T-SQL ?

see the picture below. My UserID is 1 in User_Reg_Id_Num_02 column. when i've opened the record no 32 and when i click next i should get record no 36 because it's the next record of currently logged in user.

Let's say you are on record Id_Num = 32
while you are fetching details of this record, you also fetch the Ids of next and previous record and bind it on lets say next/previous button.
When user clicks on next/previous button, at that time you will have the id of the record to fetch from DB.

it can be fetched by logic somewhat like:
select
   T.Id_Num,T.Identity_Num,
   (select top 1 TNext.Id_Num from myTable TNext where TNext.User_Reg_Id_Num_02=1
   and TNext.Id_Num > T.Id_Num order by TNext.Id_Num) NextValue,
   (select top 1 TPrev.Id_Num from myTable TPrev where TPrev.User_Reg_Id_Num_02=1 and TPrev.Id_Num < T.Id_Num order by TPrev.Id_Num) PreviousValue
from
   myTable T
where User_Reg_Id_Num_02=1
