How sneaky is that? There should be a law for this kind of activities.

I think PayPal is much worse. PayPal does say that we need a bank account to have a PayPal account. If we close the bank account associated with a PayPal account or the bank account gets closed, then the PayPal account will continue to work for years until the balance goes over $100 (I am guessing; it might be a coincidence that my balance went above $100). They will continue to accept deposits but they won't let you have the money; they act as if it is their money. They insist that they have a right to do that; that they are not a bank or credit card company. There ought to be a law that if they won't let us spend our money, they should not accept deposits.
In case you are interested, I do now have a bank account again but I try to not keep much more than $100 in my PayPal account.
