GPS tracking in C# desktop app

Hi friends,

I'm developing a C# application for clinical management system using .Net framework4.6.

I want to know how to use Google MAP API to track the doctors path to know his arrival time to clinic.(Here I thought that if the doctor has GPS activated in his android mobile phone)

I have Embeded the Google Map to my application. Now i want to know how to track the doctor.
