Steps to check:
1. Open Command prompt
2. type "appwiz.cpl" and hit enter.
3. This will open the Program and Features part of Control Panel, on the left hand side click on the "Turn Windows features on or off" link.
4. Now check if Internet Information Services check box is checked or not and act accordingly.
5. If you made any changes to the above it will apply the changes.
6. Open your browser and navigate to localhost.
You are done !
