how to call api in c# web application

I have a api link http://igicert.vvssindia.com/certup and i want to call this api in c# cs page for file upload

To call an external API, use HttpClient as
using(var client = new HttpClient())
{
    client.BaseAddress = newUri("http://igicert.vvssindia.com/");
    client.DefaultRequestHeaders.Accept.Clear();
    client.DefaultRequestHeaders.Accept.Add(new MediaTypeWithQualityHeaderValue("application/json"));
    //GET Method
    HttpResponseMessage response = await client.GetAsync("certup");
    if (response.IsSuccessStatusCode)
    {
        var res= await response.Content.ReadAsStringAsync();

    }
    else
    {
        Console.WriteLine("Internal server Error");
    }
}

You can "call api in c# web application" using HttpContext.Current.Request as like following:
public class DocFileController : ApiController
    {
        public HttpResponseMessage Post()
        {
            HttpResponseMessage result = null;
            var httpRequest = HttpContext.Current.Request;
           if (httpRequest.Files.Count > 0)
            {
                var docfiles = new List<string>();
                foreach (string file in httpRequest.Files)
                {
                    var postedFile = httpRequest.Files[file];
                    var filePath = HttpContext.Current.Server.MapPath("~/" + postedFile.FileName);
                    postedFile.SaveAs(filePath);
                    docfiles.Add(filePath);
                }
                result = Request.CreateResponse(HttpStatusCode.Created, docfiles);
            }
            else
            {
                result = Request.CreateResponse(HttpStatusCode.BadRequest);
            }
             return result;
        }
    }
