Your question makes little confusion. If you just want to call a function which is written any other file, simply call by function name. Make sure you have reference of both file in html page. If you want to call a function which is written in another controller then It depends on the version of angular js. If you are using angular 1.xx then you can use broadcast for communicating between two controllers. yes you can create a service with some functions and call them in controller
var app = angular.module('myApp', []);

first
app.service('hexafy', function() {
    this.myFunc = function (x) {
        return x.toString(16);
    }
});

second

app.controller('myCtrl', function($scope, hexafy) {
    $scope.hex = hexafy.myFunc(255);
});
