Here is another approach that you may want to try out, refer to a following article:

It shows a rather straightforward approach how you achieve this type of conversion by using GemBox.Document. I found it to be quite useful, I hope it helps you as well.

Do you want to convert the entire page? If yes, one option you can try is by printing the ASPX page to a virtual printer driver that supports would capture the print job and you will then save the print job as a document PDF. Libraries like EmfPrinter and lead tools will allow you to create your own virtual printer to catch the print then convert it as a document PDF.

If part of the ASPX page is an image, then your solution would need to include optical character recognition also.

You can use libraries like iTextSharp or leadtools for the PDF conversion.

Converting HTML to PDF only works with simple pages using iTextsharp. So I recommend another component Spire.PDF to you, download it from here:

Here is the demo for normal html to pdf using spire.pdf:

If convert arabic aspx content to pdf, maybe the font is not supporting Arabic so what you have to do is using a font which support Arabic like tahoma,
