How to create a language Translator in offline Mode?

I want a dll to convert language in offline mode. I have tried Google/Microsoft Translators which converts language only with internet connectivity(calling the API service). The server is standalone and hence needs dll that enable language translation without internet connection.

I want to integrate in .net application. With mentioned option how to do so.

You'll need to download full language dictionaries... You could use Google ones although I can anticipate its a long process to build what you want...
