how to design html page in .net ; do i use web browser control

Question

sir i wanna develop visual xslt designer in c#.net by drag and drop of xml element on
html page and visual xslt designer will produce xslt code dynamically.
now i am in my initial phase,
for that first i require to design html page for that i will produce xslt.
do web browser control gives me features to drop and drop xml element on
page to design html page.
do tel me any other control which helps me in designing html page
or by which drag and drop of xml elements work
