how to install library manager

hi there

im new to asp.net core mvc and looking up for a client package manger and after some days i found a microsoft library manager which is not showin in VS 2017 IDE !

how can i install it in visual studio. i found a https://github.com/aspnet/LibraryManager

but it couldnt help me!
