Check your application Pool (IIS -> Application Pools) if It is running in .net 4.0 then perform cleanup up activity in application level web.config that includes (system.web.extensions) all the section definitions that point to .net 3.5 because these section definitions are already included on root level (machine.config).

Run this command
first change directory to point to your IIS Express
cd C:\Program Files\IIS Express
Then
appcmd set app /app.name:YOURAPPLICATION_NAME/ /applicationPool:Clr2IntegratedAppPool

still the error not resolved

if you see the text "There is a duplicate 'system.web.extensions/scripting/scriptResourceHandler' section defined", this error is because you are running a .NET Framework 3.5-based application in .NET Framework 4. If you are running WebMatrix, to resolve this problem, go to the Settings node to set the .NET Framework version to ".NET 2". You can also remove the extra sections from the web.config file.
