IIS needed to create a simple web service to accept Packets?

i dont know much about creating a webservice.
Im tasked to create a web service that will receive packets.

So do i need IIS for this? if so then i got an issue,

Here he says my file is being grabbed by another process, and when i -aon find 80
all i get is abunch of "Established", "Time_Wait" but no "Listening"
