internet connection problem

I have a problem where my computer is showing internet as connected but I can't access the internet through the any browser. FileZilla FTP is working good. I can't PING even, not working. After googling the internet when I not found any supportive ideas, I format my PC, but still the same problem. FTP is working, browser's can't open any webpages. I'm using Windows 7.

Also tried:

netsh int ip reset
netsh winsock reset

but no use.

Hopefully this is a relatively simple fix but any help would be greatly appreciated.

Actually, I'm getting this error since last 3 days, when called for ISP service, they are suggesting me to use Windows XP not Windows 7. Now, tell me to whom I blame, my ISP Service or Windows 7? Even I re-installed my system and checked FTP works fine. On the FB wall, someone is suggesting me to configure DNS manually as he is also falling in the same issue on BSNL Broadband. I am going try the luck this way in the night.

It happens sometimes when your ISP is not working. This might be a temporary problem. Restart computer should help but if it does not work, I would call the Internet service provider.
