How to use language translator

my requirement i need to do a website having two languages i need to select the option to translate to another language

my friends suggested to use a resouce file if it is so i need some example

Look for articles about globalization and internationalization; there are many in this site and in many other sites. For your requirement "website having two languages" you need a way to manage translated text instead of being able to dynamically translate text.
