Need help in ups service.

While I am clicking on self site creation link from central admin I am getting the below error "No user profile application available to service the request, contact the farm administrator." I have checked that ups is running and administration and permission tab has proper user permissions but still getting this error what could be reason???? By the way I am using sharepoint 2016.
