Not able to register as an author

Hi,

I am trying to register as an author but I am getting this error message
"We have recently made changes to the site and resource you are looking for may have moved. Please try our search by typing your keyword in search at top and click Go. Again, sorry for inconvenience."

How can I register as an author?
