Well in order to view you excel in browser you'll need to provide it in some other format that browsers can render and because you want the editing capabilities you'll want to use format that is easily editable (so PDF or any image format are not good choice).

So one approach would be to convert an uploaded excel file into HTML file in C#, after that you can display it in any WYSIWYG html editor and after you have edited that HTML content you can convert it back to an excel file.

In case you're interested I would suggest you to take a look at this excel component for C#, it can process and convert the uploaded excel files.

Also it can read both xls and xlsx, but also html files in C# as well and present them with the same structure so you can manipulate with that files in the same manner.
