Reading pdf from file?

In my opinion, it is better to save the location of the file inside the database rather than saving the complete file's data. This should significantly reduce the size of the database, and improve the required time to save-load data to-from the database.
Note that if the main requirement (after saving the PDF files into the database) is to view them, you can try using LEADTOOLS PDF classes that natively support loading and saving PDF document files with different options.

For example, the following code loads the PDF file from local driver into PDFFile class's instance, changes the file security information and then resaves it with the new options into the local drive again:

string localPDFFile = @"E:\MyPDFFiles\MySoruce.pdf";
string resPdfFile = @"E:\MyPDFFiles\MyTarget.pdf";
PDFFile pdfFileObject = new PDFFile(localPDFFile);
pdfFileObject.SecurityOptions = new PDFSecurityOptions();
// Disable PDF printing
pdfFileObject.SecurityOptions.PrintEnabled = false;
pdfFileObject.SecurityOptions.HighQualityPrintEnabled = false;
//Disable Copy
pdfFileObject.SecurityOptions.CopyEnabled = false;
// encrypt the PDF file by saving it to the destination file
pdfFile.Convert(1, -1, resPdfFile);

It is good to go with option (2) becasue if you are going with opiton (1) then either you have to save it as an image or as a byte, which may be expensive as compared to text (varchar).

If you have a dedicated server, then I would say go with location by reading it from sql
