PhpMyAdmin does not support this out-of-the-box. You need access to your MySql server to create a UDF to send the actual e-mail.

without interacting with application we have to send mail on particular date and time only using mysql database phpmyadmin
how is this possible..please guide us..

MySQL has an Event Scheduler. The problem is you can only trigger the execution of queries, so to send an e-mail you would have to write a User Defined Function to do that.
