There are several ways that you can send the SMS from a C# application, some are simple while some require a lof of tough programming and understanding.

Your own modems -- for sending SMS
Purchasing a local service
Subscribing to online providers

If you want to send an SMS, all that you require is a GSM modem (such as SMTP server, for sending out emails etc), you can program that but this will be much tough job and might not be the best way. Otherwise, you can purchase a service from other vendors, such as Twilio. Twilio provides subscriptions to users for sending out SMS, and they also provide an API key that you utilize to send the SMS.

This is the best possible way to send SMS, because you do not have to manage and maintain the SMS modems and servers and gateways, you just pay a little amount to them monthly and send the SMS you want to. Plus, they offer other services, such as international numbers etc.
