I am a software developer. I am working on an C#.NET application that makes it possible to send SMS from it through a gateway. I found a gateway on website of ozekisms, that seems to be working for as the engine. Here a C#.NET SMS demo project is provided with full source code. I hope it was useful for you.

If Your Want to Send Message to Mobile Using Internet and windows form application. Than You Need a sms Provider. There Are May Provider Available. You can Buy Sms Pack Through Internet.
There Are One Other Solution You can Send sms by developing your own application which interact with your phone.
I am using A simple way2sms service to send My sms Free. But there are limitations.
