Do you have .net 2.0 in installed on the server ? What is the server configuration details? (OS , 32 bit/64 bit)

and the concept of form inside the dll file, regarding that I have not more knowledge because that is created by another person.

Where you're trying to add this dll ? Is it console or webapplication,mine is windows application.
I could see one windows Form inside the encrypt namespace. Why in the dll, you have Window Form also ? Please remove the Form, and make the dll once again.
try it out.
