I am a new devloper can i use VISUAL STUDIO 2017 for create a website which make some profit or any licences need to be purchased.

Trial versions and Community editions, which are free, can only be used for non-commercial activities.

If you intend to make use of it for any commercial purpose, then you should have a license.
