How could I show uploaded pdf files preview in card view in android and shows the pdf file when clicking on the particular card without downloading, without using external pdf reader and also show download option.
If the file is downloaded on the device then read it from device otherwise read from firebase database.

You can use LEADTOOLS Android library to create an app that loads PDF files. There's a sample project here that shows how to do it:
