You need to make sure asp.net is installed. VS 2019 provides . Net core by default until we don't tick the Asp.net workload while installation of visual studio.
For this click on start button of your pc and search visual studio installer then click on modify and tick the web development workload targeting stating web devlopment (Asp.Net)
