Nuget is nothing but a package manager to consume or create .NET libraries. For example, NPM (Node Package Manager ) is a package manager for Javascript, similarly, Nuget is for .NET. When you install any package from Nuget then the list of packages with their version are maintained inside Packages.config. for example:- When you clone a project from any Repository like Github then the chances are that you won't get all the dependencies (Project references) dll, in that case, if you will run the command package-restore then NuGet will install all the packages listed in the package.config.

NuGet client tools provide the ability to produce and consume these libraries as "packages". Hello packages.config file is for the configuration and version declaration of the package you installed. while building a project it will take reference from that file and automatically install packages if it's not installed. NuGet Package you can install in the visual studio from the Nuget package manager or from Nuget package console.
