What i should do to enable link textarea or text box

Hi i am making a forum.

I not getting what i need to use for replying the queries. As we see in this forum, in the reply the hyperlinks are enable, but if i put query reply details in either td or text area or in text box the link remain disable , so what i should do to make it enable or any sample code for making the links enable and make the text formated as the user has typed.
