Angular 9’s biggest change was making the Ivy compiler and runtime the default, which brought smaller bundle sizes, faster builds, better debugging, and improved performance. It also added TypeScript 3.7 support, better testing with Component Harnesses, and enhanced internationalization (i18n).
:Angular 9 = Ivy + speed + smaller apps + modern TypeScript features.
