I would use Embarcaderos's c++ builder, it is easy to use, and you only need to distribute one exe if you compile with the right compile options.

If you have propriety DLL's then it would be one exe and the dll's needed unless you have included them as references in which case (i think) they would be compiled into the exe but you would need to check this...
