I am not aware of any programming language that supports serial port communication as part of the language standard. Serial port communication is a function of device input and output that is provided as part of the operating system. There are libraries that provide higher-level interfaces to serial port communication. Serial port communication is not easy and without a higher-level interface, expect to spend at least a month learning. An example of a higher-level interface is the System.IO.Ports namespace in .Net. Even with that, it will take time to learn. There might be other libraries that make it easier.
