Which Technology to choose for build the application ?

I am having generalized question in the mind. I want to design the complex web application and it will be used by around 1 Lac users. Forget you are from java or .Net stream. if you are an architect which technology you will choose java or .Net. Please advise why and it benefits.

It is a Technical question, may not Career one. :)

Here is my thought on the answer:
1) Complex project are good with a language supporting OOPS/Instrumentation etc. and .Net / Java would be good. I will choose .Net as it is easier to develop & VS support there.

Additional factors to determine are Resourcing Availability, Infrastructure Budget, Timeline etc.

2) User Traffic rely on factors like Server Strength & can be scaled using Load Balancing. This will apply for .Net / Java / PHP
