XML Encrypted or Not?

I have 2 xml files 1 encrypted and 1 is not encrypted.

how to know which one is encrypted?

I want to know if to Encrypt before Deserialize

XML is just a text file. Any encryption is unrelated to the format. There is no "encrypted XML" standard. So it's whatever they wanted to use, I'm afraid.
