Essential Duties and Responsibilities:
Develops and supervises the development of technical Scenarios.
Monitors regulatory changes controlling the technical operations of broadcast stations and develops new engineering methods and modifies existing methods to exploit regulatory changes.
Evaluates Scenarios for technical feasibility.
Reviews Scenarios for compliance with FCC technical rules and good engineering practice.
Work closely with the Corporate Development team and their transaction related needs including but not limited to reworking spectrum reallocation scenarios to address business concerns and needs; troubleshoot and solve problems and roadblocks to successful FCC filings
Participate in client and potential client communications and presentations, both oral and written and via telephone and in person, as needed to facilitate the signing, filing and execution of viable scenarios.
Other duties and responsibilities that may be assigned from time to time by SVP Technology.
Qualifications
Required Knowledge, Credentials and Experience:
Bachelor's degree in electrical, electronics, or computer engineering; physics or other pure science; mathematics; or logic.
Preferably a minimum of 8 years of experience.
Equivalent combination of education and experience.
Knowledge of Parts 73 and 74 of the FCC rules with particular emphasis on frequency allocation including all aspects of spectrum utilization, efficiency, and re-use.
Knowledge of broadcast station materials and methods (i.e., antennas, transmission lines, transmitters, etc.)
Knowledge of FCC organization and procedures
Skill to use a personal computer in a network environment and Microsoft Office, EDX, Signal, V-Soft Probe, and RadioSoft ComStudy and other engineering department software tools.
Ability to establish priorities and work independently.
Ability to review the work of others for accuracy, completeness, and conformance to company metrics.
Ability to work effectively as part of a team comprised of technical and non-technical persons.
Excellent verbal and written communication skills.
