Full development software lifecycle experience (including design, development, unit and integration testing, debugging, etc); 5 + years of .NET Web Application Development with experience in all or most of the following technologies: C#, ASP.NET, VB.NET. SQL Server 2000/2005 and SQL Query language, HTML/XHTML, CSS, Web Services, Visual Source Safe, Visual Studio .NET 2003 or 2005, and XML; In-depth understanding of Microsoft .NET Framework 2.0 concepts, techniques, and architecture. Strong communication, negotiation, and team building skills. Strong leadership experience. Analytical skills to develop, interpret, implement, and analyze systems and processes; Demonstrated problem solving and solution building skills. Experience with one or more agile development methodologies; Experience assembling comprehensive software development estimates.

Overview:
The Department of Social and Health Services (DSHS) was created by the Washington State Legislature in 1970. This action established a single agency unifying related statewide social and health services programs designed to protect the general public and persons who are either unable to care for themselves fully or meet their basic needs. The agency protects members of society from being deprived of the basic requirements for sustaining life; food, shelter, clothing, and medical care.
A Bachelor’s degree including 9 semester or 15 quarter hours of computer science courses and five years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.
OR
An Associate’s degree or completion of an accredited vocational training program in an information technology or related program and six years of consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases.
OR
One year as an Information Technology Systems Specialist 4 or an Information Technology Application Specialist 4 or equivalent or higher.
Consultative, administrative, or supervisory experience in information technology analysis, system maintenance, or troubleshooting/problem resolution experience, or analyzing, designing, or programming computer systems applications or databases will substitute for education on the basis of one year of experience for two years of education.
A Master’s degree will substitute for one year of the required experience except for the specified Information Technology Systems Specialist 4 or Information Technology Application Specialist 4 requirement.
Compensation:
This is a Washington General Services (WGS) non-represented position. The salary range for this position is $5,258 - $6,895 per month (Range 70). Washington State Employee benefit package includes health, dental, and life insurance, retirement, and an optional deferred compensation program.
