Convert hex into string and then to double

Sure, 

var str = hex.ToString(); // From hex to string
var deci = Convert.ToDouble(str); // from string to decimal

But you didn't mention, what is the default format for your number? Plus, this might trigger errors if the string is not formatted properly and if there are invalid characters.
